[ARCHIVED] Answers to questions raised at the January 27, 2020 Village of Western Springs Village Board Meeting

Does the fiber permit application submitted by Ledcor on behalf of MCI/Verizon trigger the 90 day review timeline required by Small Wireless Facilities Deployment Act?

No, the fiber permit is not subject to the Small Wireless Facilities Deployment Act. The review of the permit is regulated by Title 8 – Public Ways and Property; Chapter 1 (Streets, Sidewalks and Public Ways), Chapter 8 (Telecommunications) all within the Village Code, as well as plan review standards employed by Village Staff and consultants.  Permit applications related to 5G will be posted to the small cell wireless 5G webpage located at www.wsprings.com/5g.

What is the purpose of the Town Hall meeting?

The Town Hall will offer a forum for residents of Western Springs and neighboring communities to ask questions of elected officials, legislation sponsors, industry/cellular providers, ComEd, and others. The Village of Western Springs will provide updates on 5G-small cell-related activities. The Town Hall will take place on Thursday, February 13, 2020, from 7 to 9 p.m. at the Lyons Township South High School Corral, 4940 Willow Springs Road, Western Springs.

Will the Town Hall invite list be made available to the public?

Yes, once it is finalized and invitations are sent, the list will be made available on the Village of Western Springs website.

Will residents be given the opportunity to submit formal questions?

Yes, the Village will accept questions in advance of the Town Hall through an online form submittal section of wsprings.com/5g. Click the link here to go to the website and submit your question.

Will the Village consider passing a resolution urging the Illinois General Assembly to repeal the Small Wireless Facilities Deployment Act?

The Village Board is considering a variety of options related to the repeal of or amendments to the Small Wireless Facilities Deployment Act. A local resolution will be one of those options. The Village Board has also directed the Village Attorney to draft legislation to be provided to the State Legislators. The main point of the legislation is to allow municipalities to regain local control over the deployment of small cell, 5G, and related future technology that requires infrastructure in public rights of way and utility easements.
